SENATE CS FOR CS FOR HOUSE BILL NO. 266(FIN) "An Act                                                                            
making appropriations for the operating and loan program expenses of                                                            
state government and for certain programs, capitalizing funds, and                                                              
making reappropriations; and providing for an effective date" which                                                             
had been held in third reading (page 2277), was before the Senate.                                                              
                                                                                                                                
Senator Coghill moved that the bill be returned to second reading for                                                           
all amendments offered today. Without objection, the bill was returned

     Insert a new subsection to read:                                                                                           
     "(n)  The sum of $1,000,000,000 is appropriated from the budget                                                            
reserve fund (AS 37.05.540) to the Alaska permanent fund (art. IX,

       (c)  The sum of $1,118,630,000 is appropriated from the budget                                                           
reserve fund (AS 37.05.540) to the Department of Administration for

deposit in the defined benefit plan account in the teachers' retirement                                                         
system as an additional state contribution for the fiscal year ending

Senator Ellis moved for the adoption of Amendment No. 2. Senator
